It is essentially a technique that exceeds the rear slip angle of the car with the front slip angle to the extent that the front wheel is in the opposite direction of the turn.  This improves the rate at which a vehicle can move in any direction the players want.

In an ideal drift, the driver is steering to the right when the vehicle turns to the left, and vice versa.  During the turn, the car loses its rear traction or control and spins around the corner while the player prevents the car from turning completely.

Although true drifting is not possible in GTA Online, players can apply low-grip tires to select cars to make them more prone to sliding.
